No sign, including a copy change, or temporary sign, unless exempted by Kelso Municipal Code, Chapter 17.62, shall be constructed, displayed or altered without a sign permit.  Signs and other graphics are an essential element of any community. Their location, number, size and design influence a community’s visual environment and have an effect upon a viewer’s perception of our community.
